The COVID-19 Scrutiny Assessment Tool (SAT) is a new trigger tool developed by the Care Inspectorate to identify indicators of potential concerns in care homes.
From Friday 14 August this will replace the current Risk Assessment Rating (RAD) for all care homes (adults, older people, children and young people). Inspectors began this process on Thursday 30 July.

The SAT provides different information to the RAD and aims to support the regulator to determine the level of support and scrutiny that are appropriate for a service taking account their current circumstances.
The COVID-19 SAT is based on a Scrutiny Assessment Tool developed and tested by the regulator to include information from its enforcement review. The release of the new tool was delayed due to the pandemic; the full SAT for all service types is due to be released later this year.
