“The social care box is not ‘ticked. Social care is not ‘done’. My question to Steven Barclay (new health and care minister) is: “What is your 30-year vision for care?”
That is the challenge laid out by former chancellor Ed Balls speaking at the UK Care Week today.
Addressing a packed Keynote Theatre audience, he warned that social care provision was “still in the foothills”. But, he warned that the NHS taking over care and making it one system would be a mistake. “The strength of social care is its local and diverse nature,” he said.
He told the audience that structural reform – commissioning tariffs, staff training and pay – was a much bigger priority than implementing the care cap.
