Deputy Minister for Social Services Julie Morgan has outlined plans to establish a national framework for care and support, which will set standards for commissioning practice, aiming to reduce complexity, strengthen regional partnership working, and rebalance commissioning to focus on quality and outcomes. This will be led by a new national office, to be established within Government.
The update follows a consultation, in which respondents highlighted problems with funding methodologies which assume commissioners are responsible for all care home costs, and which are not linked to inflation or standardised.
Responses also called for a publicly funded capital investment programme (similar to the priority given to the schools modernisation programme) which will enable local authorities and partners to invest strategically. “The transformation required for the older person’s care home sector is significantly beyond what is reasonably feasible through current capital resources,” the Welsh Government has been told.
